Qi̘v Utíhtālef (Utíhtā /lef/ [rich] [complex]) is a subtropical Large City located in Vèvdàwàzàp County, Helster County, within the Dalandic Empire.

The name Qi̘v Utíhtālef is derived from the Tauric language, as Qi̘v Utíhtālef was founded by Caralia Rhys, who was culturaly Tauric.

Climate

Qi̘v Utíhtālef was founded in time immemorial, reportedly some time durring the early 8th century, by Caralia Rhys. The establishment of Qi̘v Utíhtālef was somewhat plagued by a lack of willing colonists, leading to Caralia Rhys electing to pay people to resettle in Qi̘v Utíhtālef.

Qi̘v Utíhtālef was built using the conventions of Tauric durring the early 8th century. Naturaly, all settlmentss have their own look to them, and Qi̘v Utíhtālef is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Qi̘v Utíhtālef is buildings are arranged arround a network of premissive flagstone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Qi̘v Utíhtālef's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the city's walls were not designed with defence in mind but rather lending the town a certain air with visitors. The city's boondoggle-of-a-fortified wall are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the city's defences.

A look around Qi̘v Utíhtālef has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. Cultural Notes

The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.

Qi̘v Utíhtālef's town hall was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.

Due to the actions of local Kami, spring is recurring in Qi̘v Utíhtālef.

In time immemorial, reportedly some time during the late 2nd century a great windstorm struck Qi̘v Utíhtālef. Its winds were so great they picked up unsecured objects and flung them with enough force to smash brick and skull alike. Buildings collapsed under the gale, burying countless people alive. The storm's devistation was focused on the area arround Qi̘v Utíhtālef, which lost 237 people, 356, and 90 livestock in the disaster.. History remembers the strom as The Storm of Torment.
